This role will be based out of our Corporate office located in Laurel, Maryland and will work directly with our VP of Proposals and Sr. Proposal Manager to develop and implement successful proposal strategies, processes and tools related to major GWAC vehicles. The ideal candidate is a self-starter with knowledge of proposal development for federal and state government agencies.

    Responsibilities

    Job Specific Tasks and Responsibilities:

    This is a hands-on position that requires extensive writing and editing skills. This position is a highly visible role that works closely with executive leadership, capture personnel, and operations management. Duties are performed within a team environment with a focus on quality and excellence.

    • Download TOPR docs from the portal and uploading to SharePoint or other document repository
    • Manage schedule, timeline, due dates for TOPR responses
    • Monitor portal for updates, Q&As, and amendments, and make adjustments as appropriate
    • Create templates and outlines, and pre-populate common content
    • Review proposals for questions and submit questions
    • Populate PPQs, pull CPARS if acceptable in lieu of PPQs
    • Create job requisitions, which includes pulling the applicable Wage Determination and GS Equivalent or SCA occupational code from the TOPR
    • Review applicants/resumes for qualifications and desired salary
    • Pull incumbent contract award data from FPDS
    • Upload final proposal docs to the repository for future reference/use
    • Support a comprehensive proposal knowledge management infrastructure, including development and maintenance of proposal guides, artifacts, templates, examples, compliance, and boilerplate text 
    • Recommend and implement improvements and enhancements to proposal management process and execution 
    • Coordinate with the contracts and pricing staff on cost and contractual volumes to ensure appropriate schedules and inputs
    • Perform color reviews; edit and format content
    • Coordinates and attends proposal status and team meetings
    • Ensure that technical proposals adhere to corporate standards for quality through rigorous quality assurance procedures

     

    Qualifications

    Minimum Qualifications:

     

    • Bahelor's Degree in relevant field
    • At least 2 years of experience with proposal development for federal and state government agencies; will consider candidates who have significantly contributed to proposals in other roles in a clinical staffing environment as well
    • Knowledge of the federal contracting environment and procurement processes, including reading and responding to RFx requirements and proposal best practices
    • Demonstrated success in all phases of proposal strategy, design, and production
    • Experience developing content for proposals including resumes, executive summaries, and past performance; experience developing content and interviewing subject matter experts for technical and management approaches
    • Superior organization, writing skills, delegation, and time management skills and ability to work well under pressure
    • Ability to prioritize and manage a number of efforts simultaneously
    • Understands how communications can influence business results, and is able to articulate this dynamic in interactions with senior executives
    • High level of expertise with common proposal tools, including the Microsoft Office suite, SharePoint, Adobe Acrobat, Visio
