  • Overview

    The Business Intelligence (BI) program and services should be stable, current, and continuously improve operations in serving enterprise data to the user community. Through collaboration and innovation, the program should empower users with self-service BI capabilities to analyze and visualize enterprise data in an insightful manner. With cost effective stewardship, the program should develop intuitive design solutions using lean and agile methods to create a positive user experience and promote the needs of the agency’s mission.


    Taking a validated learning approach, the selected vendor will provide the services required to meet CMS’s objectives the for Business Intelligence projects, tasks and tools that support various applications, data warehouses, decision support and analytical systems, management information systems, data mining and Agency data and information products as well as support development and maintenance program initiatives for CMS, to include but not limited to, data dissemination and data extraction capabilities.


    This effort provides a wide user community with a layer of business intelligence tools to access and analyze IDR resident data on Health Care Providers, Claims, and Beneficiaries. Tools such as SAS EBI, MicroStrategy, Cognos and Business Objects provide data mart and data analysis capabilities for the user community that lead to more informed management decisions.


    • The O&M/Development/Extracts Lead will oversee and manage the O&M, Development, and Extracts activities for the task order.
      The O&M/Development/Extracts Lead will coordinate the activities of multiple O&M, Development and Extracts staff, developers and analysts to ensure the on-time delivery of each defined development effort, defined O&M efforts and will also act as a quality reviewer of all final work products to ensure high quality, client-ready deliverables.
    • This role may also serve as a future Scrum Master.



    • Experience on programs of similar size, scope and complexity (25+ FTEs across multiple Agile teams).
    • Experience with Big Data tools and technology, including some of the following: Hadoop; Business Intelligence and ETL tools such as SAS BI, MicroStrategy, Cognos, Business Objects, Informatica and database platforms such as ArcGIS, Oracle, Teradata, and DB2.
    • Knowledge and proficiency of Data Visualization software and Geographical Information System (GIS) software to help customers create graphical and mapping representations of health care trends or patterns.
    • Expertise with Business Intelligence tools.
    • Expertise with Extract, Transform, and Load (ETL) Tools.
    • Expertise with Geographical Information System Tools.

    Highly desirable:

    • CMS experience, particularly OIT.
    • Experienced team “player – coach” preferably certified by an agile body (i.e. Scrum Alliance, Scrum.org, ICAgile, SAFe or equivalent) as an enterprise, program or team coach, certified Agile Practitioner (PMI-APC®), or Scaled Agile Program Consultant (SPC).
    • Experience launching Agile Release Trains (ARTs’), working in diverse environments (waterfall and agile), hybrid and transformation projects, preferably in a government setting.
