The Business Intelligence (BI) program and services should be stable, current, and continuously improve operations in serving enterprise data to the user community. Through collaboration and innovation, the program should empower users with self-service BI capabilities to analyze and visualize enterprise data in an insightful manner. With cost effective stewardship, the program should develop intuitive design solutions using lean and agile methods to create a positive user experience and promote the needs of the agency’s mission.
Taking a validated learning approach, the selected vendor will provide the services required to meet CMS’s objectives the for Business Intelligence projects, tasks and tools that support various applications, data warehouses, decision support and analytical systems, management information systems, data mining and Agency data and information products as well as support development and maintenance program initiatives for CMS, to include but not limited to, data dissemination and data extraction capabilities.
This effort provides a wide user community with a layer of business intelligence tools to access and analyze IDR resident data on Health Care Providers, Claims, and Beneficiaries. Tools such as SAS EBI, MicroStrategy, Cognos and Business Objects provide data mart and data analysis capabilities for the user community that lead to more informed management decisions.
The role of the Lead Business Analyst/User Experience Lead (BA/UX Lead) is one of the most critical to the success of the BI/ETL Task Order. The BA/UX Lead will also have an in-depth knowledge of the broad range of CMS’ business applications including legacy mainframe and mid-tier applications.
The primary function of the BA/UX Lead will be to manage all activities related to the definition of reporting requirements and the interpretation of data. S/he will be responsible for validating the usefulness and necessity of existing reports, gathering additional reporting requirements, and establishing (in coordination with CMS) the development priorities. The BA/UX Lead will also be responsible for making recommendations for improvement to CMS’ existing reporting strategy and transitioning towards user-centric design. These recommendations will include an evaluation of the existing end-user tools and additional industry-leading tools that would enhance the CMS reporting environment, suggestions for report distribution strategies, proposed Quality Assurance procedures, and suggested end-user training techniques and materials. This role may also serve as a future Product Owner or Scrum Master.
