  • Overview

    The Business Intelligence (BI) program and services should be stable, current, and continuously improve operations in serving enterprise data to the user community. Through collaboration and innovation, the program should empower users with self-service BI capabilities to analyze and visualize enterprise data in an insightful manner. With cost effective stewardship, the program should develop intuitive design solutions using lean and agile methods to create a positive user experience and promote the needs of the agency’s mission.


    Taking a validated learning approach, the selected vendor will provide the services required to meet CMS’s objectives the for Business Intelligence projects, tasks and tools that support various applications, data warehouses, decision support and analytical systems, management information systems, data mining and Agency data and information products as well as support development and maintenance program initiatives for CMS, to include but not limited to, data dissemination and data extraction capabilities.


    This effort provides a wide user community with a layer of business intelligence tools to access and analyze IDR resident data on Health Care Providers, Claims, and Beneficiaries. Tools such as SAS EBI, MicroStrategy, Cognos and Business Objects provide data mart and data analysis capabilities for the user community that lead to more informed management decisions.


    • S/he will act as the central point of contact with CMS for making sure the BI tools performance, availability and access are being met in accordance all task order requirements.
    • This individual will provide the project office function of coordination, reporting, motivation, measuring, and evaluation of Business Intelligence projects, ensuring timely completion of milestones, and provide reports of BI tools project metrics to CMS management and stakeholders.
    • This role may also serve as a future Scrum Master.


    • The selected vendor will provide a Business intelligence (BI) manager who is familiar with and has successfully lead a project team on Business Intelligence solutions, associated enhancements, complexities and impacts.
    • The BI manager will have Business Intelligence Tools and ETL knowledge surrounding healthcare data.
    • S/he will have knowledge of the infrastructure needed to run Business Intelligence tools and ETL, and to be able to provide expert advice to the CMS stakeholders.

    Some or all of the following:

    • Experience with synergistic combinations of Big Data tools and technology like Hadoop with existing Infrastructure and Business Intelligence and ETL tools such as SAS BI, MicroStrategy, Cognos, Business Objects, Informatica and database platforms such as ArcGIS, Oracle, Teradata, and DB2.
    • Knowledge and proficiency of Data Visualization software and Geographical Information System (GIS) software to help customers create graphical and mapping representations of health care trends or patterns.
    • Expertise with Business Intelligence tools.
    • Expertise with Extract, Transform, and Load (ETL) Tools.
    • Expertise with Geographical Information System Tools.
