    Responsibilities

    Schedule:
    Monday – Friday, 8 hours/day, excluding federal holidays.

    Job Specific Details and Tasks:
    • Assists with MTSC and MTEC budgetary, administrative, and program management matters using spreadsheets, databases, websites and presentation material.
      • Submits Purchase Requests for MTSC and MTEC actions using General Fund Enterprise Business System (GFEBS) in accordance with USAMRMC guidelines.
      • Maintains financial records for the MTSC and awareness on the status of current and future internal funding actions in support of the MTSC, MTEC COR, and other staff.
      • Assists with other MTSC administrative requirements/standard operating procedures in coordination with MTSC staff and the MTEC COR (drafting, submitting and maintaining MTEC Command Policy, MTEC User Guide, User Agreements and other MTEC documents facilitated by the MTSC).
      • Presents updated budgetary and administrative data and information at MTSC meetings and other meetings, including those to senior leadership.
    • Maintains records of MTEC metrics, deliverables and accountability.
      • Assists in developing, tracking, maintaining metrics for MTEC performance; develops presentation materials of metric data for MTSC use.
    • Maintains records of MTEC consortium members, subwards and Consortium Integrated Project Teams (CIPT).
      • As required, works with other USAMRMC and Government partners in MTEC subconsortia.
      • Ensures that subaward reports, (annual, quarterly and other), are received and staffed appropriately for review, acceptance, and feedback.
      • Ensures that CIPTs and subconsortia reports are received and staffed appropriately for review, acceptance, and feedback.
    • Supports MTSC in ensuring Government Sponsors (users) of MTEC are planning for and using MTEC in compliance with laws, regulations and policies associated with pOTAs .
    • Addresses incoming calls, emails, visitors and other inquiries professionally and directs them to appropriate MTSC staff members, providing timely messages.
    • Attends and records minutes at various meetings concerning MTSC and MTEC and maintains tasking information. Consolidates information and release of minutes with appropriate MTSC concurrence within five business days, including any taskings. Coordinates meeting tasker exchanges and tracks tasker completion; provides consolidated status on all open and closed actions.
    • Coordinates and schedules meetings involving MTSC, video teleconferences (VTC), and ensures appropriate audio/visual (AV) support and availability.
    • Creates, edits, and reviews formatting on all letters, memos, briefings and documents.  Prepares and maintains word processing, spreadsheets, graphical and print/production materials, databases, and/or software files and information.
      • Maintains accurate records and files in accordance with the Army Records Information Management System and within designated files and folders. Applies knowledge to comply with Army and DOD formatting for memos, white papers, and information papers.
      • Ensures dissemination of time sensitive material and follows through on completion of MTSC staff memos and actions that require immediate attention and coordination.
    • Assists office personnel with coordination, responses and tracking of Taskers issued through USAMRMC HQ and other offices.
    • Conducts market research on medical technology needs in support of MTSC and Offices of the PAA and PA(R&T) and maintains databases and reports on a regular basis.
    • Special Projects and Defense Health Program (DHP) Support
      • Provide administrative and analytical assistance on special projects, i.e., Federal Laboratory Consortium (FLC) coordination, OPAA responsibilities with USAMRMC Small Business Innovative Research (SBIR), and DHP including for instance developing, tracking and analyzing data in spreadsheets, drafting memorandums, briefings, emails and other correspondence to customers and teams as directed.

    Qualifications

    Minimum Qualifications:
    Education: Minimum Bachelor's Degree in related field.
    Experience: Minimum 5 years' experience in related activities; 2 years' experience with Masters.
    • Working knowledge of biomedical research and development activities, including those related to military medicine.
    • Working knowledge of federal funding for research and development, programmatic processes and procedures, review of technical papers, interpreting and aggregating information, and developing and executing briefing material.
    • Proficiency in Microsoft (MS) Office applications including MS Excel, Word, PowerPoint and Outlook with the ability to work and improve on various software applications is also required.
    • It is expected that the analyst will learn particulars of the position rapidly with the ability to work independently of daily oversight and assistance.
    • The analyst should grasp an understanding of the position and its tasks and show initiative to improve task management and standard procedures of the position.
    Security: Must be able to pass government background check.
