ERP International, LLC (www.erpinternational.com) is currently seeking a Vice President, Bids & Proposals to be a key leader in the organization who will contribute to the growth of new business and retention of current business through the development of winning proposals. This role will provide strategic leadership and oversight for all submissions through an end-to-end proposal management process inclusive of directing both internal and external resources. The Vice President, Bid & Proposals will be responsible for implementing best practice, measurable, and repeatable processes that result in winning proposals and meet organizational goals. Primary duties are performed within a team environment with a focus on quality and excellence.

Pay Range: $160,000– $200,000

 

The salary range for this position is determined based on a variety of factors, including but not limited to, experience, qualifications, skill level, and location. The final salary offer will fall within this range and will be commensurate with the candidate’s background and the specific demands of the role.

Responsibilities

Responsibilities and duties include:

  • Leads a team responsible for executing corporate processes for technical proposal management, planning, writing, editing, production, and quality assurance, working collaboratively with operating divisions and business proposal staff.
  • Directly supports key proposals providing proposal development, writing and compliance reviews.
  • Has the ability to support hybrid proposals that include video submissions and orals. Must have the expertise to coach participants and guide teams on strategies to maximize scoring.
  • Ability to lead large IDIQ and GWAC proposal efforts that include self-scoring and exhaustive compliance requirements.
  • Responsible for ensuring the responsiveness and quality of the proposals being submitted by ERP. Works collaboratively with the proposal development team as well as other ERP stakeholders to ensure that every proposal fully meets the Request for Proposal (RFP) requirements.
  • Develops and implements overall strategies to ensure that ERP proposals are compliant and compelling.
  • Develops and manages bid and proposal budgets and tracks Return on Investment.
  • Manages the bid review process and ensures the controls are in place.
  • Develops, manages and ensures that department KPIs such as bid percentage, win percentage are met.
  • Engages throughout the organization to keep up-to-date on capabilities, offerings, and outcomes.
  • Ensures supporting resources are appropriately trained, and managed for all proposal development activities.
  • Participates in reviews to ensure integration for win themes and story cohesion throughout the response.
  • Serves as escalation point for open decisions, issues, and risks to support quality/performance standards and enforce deadlines.
  • Implements improvements and enhancements to proposal management process and execution.
  • Ensures development and distribution of appropriate proposal-related documentation, including compliance matrices, style guides, outlines, schedules, writing guidance, and kick-off presentations.
  • Coordinates with the contracts and pricing staff on cost and contractual volumes to ensure appropriate schedules and inputs.

Qualifications

Education Requirements

  • Bachelor’s Degree or higher in relevant business, technical, or professional field of study.

Experience Requirements

  • Minimum 10 years’ experience managing and working with technical proposals for the US Federal Government agencies such as the Defense Health Agency, the Veterans Administration, and the Department of Health and Human Services.
  • Minimum 8 years of direct managerial experience focused on developing high performance proposal development teams.
  • Experience supporting major proposal efforts as well as managing rapid responses on large IDIQs and GWACS.

Knowledge, Skills, and Abilities Requirements

  • Hands on expertise using Microsoft Word, Microsoft Excel, Microsoft PowerPoint, and Adobe Acrobat for proposal development and submission. Must have an expert knowledge of Microsoft SharePoint.
  • Expert knowledge of the federal contracting environment and procurement processes, including Federal RFP requirements and the Federal Acquisition Regulation (FAR).
  • Demonstrated success in all phases of technical proposal strategy, design, and production. Candidate should have demonstrable record of designing and producing winning multi-million dollar proposals and knowledge of proposal best practices.
  • Ability to work successfully and collaboratively in a matrix environment and proven record of fostering.
  • Demonstrated ability to counsel and effectively influence with and without authority; strong interpersonal skills and the ability to interface with all levels of management; ability to project a confident leadership image to peers, subordinates and executive management.
