Overview

ERP International is currently seeking a Senior Proposal Manager to contribute to the growth of new and retention of current business through the development of winning proposals through an end-to-end proposal management process inclusive of directing both internal and external resources. Reporting to the Vice President, Bids & Proposals, this senior position will be responsible for leading teams in organizing, managing, and winning large proposals and new IDIQ/GWACs within Federal Civilian and DoD communities.  
 
*This position is based out of Laurel, MD with telework options.

Pay Range: $140,000 -$175,000
 
The salary range for this position is determined based on a variety of factors, including but not limited to, experience, qualifications, skill level, and location. The final salary offer will fall within this range and will be commensurate with the candidate’s background and the specific demands of the role.

About the Role
As a senior member of the Bids and Proposals Team, the Senior Proposal Manager plays a critical role in driving organizational growth through compliant, compelling, and competitive proposals. This highly visible position partners with leadership, technical teams, and external partners to shape winning strategies and ensure proposal excellence. The ideal candidate is a strategic thinker with deep experience in federal proposal management and a proven ability to lead complex, multi-million-dollar proposals ($40M+ contract value).
 
Key Responsibilities
  • Lead the proposal writing process for highly strategic technical proposals by overseeing and being accountable for the planning, writing, editing, production, compliance, and quality assurance, working collaboratively with operating divisions and business proposal staff.
  • Leverage experience and best practices in the development and implementation of successful proposal strategies, processes, and tools.
  •  Collaborate with proposal coordinator to maintain and modify when needed a comprehensive proposal knowledge management infrastructure, including development and maintenance of proposal guides, artifacts, templates, examples, compliance, and boilerplate text.
  • Implement improvements and enhancements to the proposal management process and execution.
  • Facilitate the development and distribution of appropriate proposal-related documentation, including compliance matrices, style guides, outlines, schedules, writing guidance, kick-off and color team review presentations.
  • Coordinate with the contracts and pricing staff on cost and contractual volumes to ensure appropriate schedules and inputs.
  • Author appropriate proposal sections and help conceptualize design graphic concepts.
  • Coordinate and attend proposal status and team meetings.
  • Ensure that technical proposals adhere to corporate standards for quality through rigorous quality assurance procedures.
  • Envisions the entire proposal, ties in the win themes, reviews with the other groups, runs status meetings, understands dependencies between tasks, and manages the entire proposal process. Ensure the team meets Ke

Qualifications

Required Qualifications
  • Education:
    • Bachelor's degree from an accredited college or university in Business, Communications, English, Journalism, or related major.
  • Experience:  
    • Minimum 7 years managing federal proposal teams and producing winning proposals ($40M+ contract value) with demonstrated growth over time in the proposal field.
    • Proven success with high-volume agency BPAs and GWACs (e.g., GSA MAS, STARS III, OMNIBUS).
  • Technical Skills:  
    • High proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint) and MS Teams.
    • Familiarity with proposal management platforms (e.g., RFPIO, Privia, Loopio) and collaboration tools.
    • Demonstrated experience leveraging AI-driven tools and technologies (e.g., natural language processing, generative AI, or machine learning) to automate proposal development tasks such as content generation, compliance checks, and knowledge management. 
  • Core Competencies:  
    • Strong leadership and interpersonal skills; ability to foster collaboration in a matrix environment.
    • Exceptional writing, editing, and verbal communication skills.
    • Ability to manage multiple priorities under tight deadlines with superior organization and time management.
    • Demonstrated experience in compliance, quality assurance, and proposal strategy development.
  • Preferred Qualifications
    • Experience with Federal Civilian Health agencies (CMS, HHS) and/or DoD customers.
    • Familiarity with FAR/DFARS, Section 508 compliance, and federal acquisition regulations.
    • Experience coaching for oral presentations, technical challenges, and video submissions.
    • APMP and/or PMP certifications.
    • Experience with Joint Ventures and/or CTAs.
    • Knowledge of scorecard submissions for large IDIQs and GWACs.
